ACL & Commands

I configured the ACL that the user only have access to the tabs Home, Monitoring and Views. But when the user clicks on a service or hostname, he is able to run Service Commands (Example: Disable Notification, Disable Checks...)

How can I change the permissions, that the "normal" Users can't run this commands. In my company our Servicedesk should get read only permissions that they view the actual status of the infrastructure but they shouldn't be able to change some configurations.
